Olga Gouveia, lead economist for Financial Systems at BBVA Research, wrote an op ed piece for the Spanish daily paper, Expansión, where she gave a positive appraisal of the European Central Bank liquidity auctions. The ECB auctions aim to increase lending in order to address the impacts of the COVID-19 crisis.

This week, BBVA sold two of its largest portfolios of written-off loans. Following the sale of “Project Juno”, the bank signed the transfer of a portfolio comprised of loans to small and medium sized enterprises (SMEs) with an approximate gross value of €2.1 billion.

The European Central Bank has launched a public consultation on an addendum to its guidance to European banks on non-performing loans (NPL). The addendum specifies that as of January 1, 2018 banks must completely provision for the unsecured portion of all new NPLs after two years at the latest and for the secured portion after seven years at the latest.

In March this year, the European Central Bank announced the second TLTRO program (targeted long-term refinancing operations). These long-term financing operations aim to stimulate lending in the euro zone. The program is comprised of four auctions and the results of the second one were published today. The amount of additional liquidity asked has been 34bn euros.

One of the consequences of the latest financial crisis for banks has been the so-called non-performing loans or NPLs. Loans regarding which the borrower has either already failed to meet his payment obligations or is showing signs of having difficulties meeting them. Some financial systems, such as Spain’s, have already done their homework clearing their balance sheets. However, for other systems credit quality is still a matter that needs to be addressed. A recent case are Italian banks, which still bear a burden of over €300 billion in this type of assets.
